HIGH NOX...won't pass emissions..help please

Taken my 88 SPG twice to get Georgia emissions passed. No luck.
All reading from the test pass except NOX.
Allowed Level: 1163 My reading: 2365
All I've done to try and correct it is change the distributor cap and rotor and cords..Did not change the plugs but can if you guys think it will fix it.
Also tried the denatured alcohol trick and that didn't work.
I'm trying to sell the car ASAP, so I'm trying to go the least expensive route here but am open to any suggestions.
I've heard of taking the timing to 14 for the test, then set it back at 16.
Looking forward to any other ideas...What about an O2 sensor?
