I have the Hayne's Manual for reference, and it mentions the pilot pressure and makeup air valves as well in the electric schematic. My understanding is those are the British terms for warm-up regulator and auxilary air valves. If you trace the wiring of those two items on the schematic, they run through the fuel pump relay and are triggered by the starter along with the start valve. As far as why they would cause the fuse to blow, most likely there's a short along one of those wires, or one of the plugs, or one of those two components has an internal wiring failure. Check for continutity and resistance on the connector leads. I believe your manual (assuming you have Haynes) mentions the resistance figures of those two components. Your engine can run fine with the connections to those two components interrupted since both are ultimately controlled by engine temperature. You would notice a problem more during a cold climate start/warm-up situation.
