That's a good question, what is in a cat that would burn. A cat heats up in doing its job, which is catalyzing unburned hydrocarbons. WHEN IT GETS TOO MUCH FUEL dumped into it, it then makes a massive amount of heat, and can melt its interior contents and even melt a hole through the cast iron case.
With carbureted engines, this could happen with a sticking float valve, dumping raw fuel into the carb throat like a bubbler.
The being low on coolant and overheating I get. But did something also happen that made your motor run massively rich? If so, the cat could be effectively plugged solid now from overheating and melting inside, and that could be your problem.
