Soak that sucker with PB blaster for a few days. When I take 'em off, I use two pipe wrenches - one on the nut and one on the tie rod end. You may well need to apply heat and tap it a bit after it's been soaked for a while.
Sometimes, if the tie rod end doesn't turn after you get hte locknut loosened, it may be necessary to put a pipe wrench on the shaft of the inner tie rod end to hold it while you the outer end.
