Maybe I've been exteremely lucky, but I was always able to pry the white plastic bearing sleeves out of the clamping sleeves to replace them using a utility knife. (Let's see .... yes, all of the finger tips are still there.)
In a pinch, I've jammed several thicknesses of newspaper over the ball to make the headlight stay in place. I don't recommend it as a permanent repair but, if you need to drive at night for a while before you can get the parts, it'll keep the headlights from flopping around.
