The foam backing on the headliner fabric breaks down after a decade or so, turns into a powder, and lets the fabric follow its heartfelt inclination to seek low ground.
The cheap way of dealing with it is to try and keep it up with staples or upholstry screws. It kind of looks like the inside of a tent if you do it that way.
The right way is to take the headliner shell out, scrape off the old foam, glue new headliner fabric on, and put the headliner shell back in.
I've done it. It's not as replacing a transmission, but it can be a little delicate, especially if the car has a sunroof. Important parts of it are a 2-person job. I'd give my first attempt a C+. The next one (in a different car, coming up later this year) will be better.
Here's a link to the FAQ: You can also search for "headliner" on this BB. There are lots of posts with various takes on the procedure.
