Hi david,
Is your car a 4 door ? If it is, these cars are notorious to have a bad ground. The 3rd light has a different ground and is not affected. I fixed that exact problem twice, by soldering a new wire on the plate (printed circuit like) which provides the ground, connect to a good ground in the trunk, and voilà ! you only need to do this on the left side and both brake lights will be fixed. Also you need to drill a small hole thru the black plastic piece that holds the bulbs and run your new wire through it, so the piece can snap back into place without problem.
If you don't feel comfortable doing this yourself, any mechanic that knows SAAB's should be familiar with that problem. Good luck!
