Are you talking about the rubber boots that connect the duct from the intercooler to the throttle body or are you talking about the vacuum hoses at the top and side of the intake manifold.
If it's the vacuum hoses, if they're old brittle rubber hoses, replace them. I like silicone hose, other people like plain, old rubber vacuum hoses. You can get 3.5-mm silicone hose from local speed shops, hosetechniques.com, and saabsaviour.com, to mention a few.
If the vacuum nipples pop out of the intake manifold, get new rubber bushings for the vacuum nipples from the dealer, or from site sponsors like sobstory.com, eEuroparts, etc. They're a few bucks each. But replace the hoses on general principles, anyway. If these bushings are loose, they leak vacuum and cause other running problems.
If it's the rubber boots on the turbo ducts that I mentioned first, make sure that the hose clamps are tight enough so they don't pop off. There's a lip on the one that goes onto the throttle body, and it should fit into a groove in the throttle body. If that's torn, you need to replace it.
Make sure that base boost is set correctly. With the electrical off of the APC solenoid, max boost for a stock 900T should be about 1/3 into the yellow on the boost gauge.
