On your '89, the vacuum switch that operates the door is above the pass. side kickpanel. The vacuum line connects to a bulkhead through the firewall.
I just fixed mine yesterday, matter-of-fact. The vacuum actuator assembly is mounted by three rivets to the air intake. the rivets had popped off, and the actuator was not able to close the flap. The vacuum tube was also disconnected.
I drilled out the rivets, and replaced with some random screws/washers. I installed a new vacuum line, and the flap now operates properly. This also fixed another problem, where the center vent wouldn't stay open when the fan was set to Max - I guess it couldn't hold vacuum as it was trying to pull the recirc flap shut, but without a vacuum line, couldn't keep even the center vent open.
Now I need to decide what to fix next!
