CA smog, '85 900 Turbo, gross polluter

so my '85 900 Turbo did not pass smog, even after changing the oil, oil filter, plugs, a coolant flush, tires pumped up to 60psi, heater on, etc. (actually, doing all of these things made pretty much NO DIFFERENCE in the results).
the HC & CO readings were really low for a 20 year old car, but the NOX reading were off the charts, especially on the low speed test. someone on an earlier post mentioned that catalytic converters really just work on the HC & CO emissions. is this really the case? i was gonna replace the cat myself, but they're not cheap and i'd like to know that replacing it will get the car to pass. anyone have two cents to throw in on this?
as an aside, putting in a new catalytic converter is pretty much just bolting it in where the old one came out, right?
