My 89 has fuse 25 for the drivers side cooling fan, fuse 6 for the AC (and, I believe, but am no expert, the passenger's side AC fan), so Jim Blake is right on. Gregg C mentions cleaning the ground on the radiator cross member, easy to get to from the passenger's side, just to the left of the radiator drain, and I second this. I just went through all of this, and I think replacing a bad fan and cleaning the ground (after replacing the thermoswitch) are what made the difference in my similar situation.
