You might as well sent it for a repaint. If were just talking about the underside of the car then sure go for the spraywash idea. If your going after the whole car, same your time and money trying and just have it resprayed.
Being a painter, you'll never get it all off. Sure some flakes off, but some of it has bonded and trying to lift it without the OEM paint is not very wise. For one the car had a mono-coat and will more then likely look like crap anyway. Hence the repaint in the first place. Can't really sand it off because you'll sand right into the OEM paint. Which will be difficult to polish back to a shine? Then you'll want to repaint it then. If it was a base/clear coat from OEM you might have a chance. You could have sanded till you was what dust (Clearcoat) and then polish back out. But again, it was a mono-coat and you'll just swirl the paint at the polish phase and that never looks good. (like when your car is dirty and your kid writes (wash me) and you see it after she is washed. (not pretty) Even worse with the metallic gray.

The primer Saab used was/is white. The e-coat was gray. Check my gallery for the before and after when I painted my 85. She looks sweet now, But looked dull as dirt a couple yrs ago.

E-coat is when they dipped the whole body in a "paint" to cover all the bare metal before the spraying paint went on. It's to prevent rust in all the knocks and crannies.
