At a minimum, close off the hose going to the intake manifold. You've got a nice vacuum leak there that isn't helping anything. Leave the hose from the valve cover open, or it'll pressurize. But get the valve in there. Remember, the valve should allow air to move from valve cover to manifold, and block it the other way. But if you've got mysterious starting issues, hoses dangling won't help.
The hose-down may or may not be related. I don't want to assume cause-and-effect. So go to the basics - check fuel and spark. Pull the distributor cap and look in, make sure things look OK. After a failed start, pull a plug or two and sniff for gasoline. Check spark. Pull the air filter and make sure it isn't soaking wet. It takes air, fuel, and spark - the holy trinity.
The on-off nature indicates to me an electrical issue - either spark, or the fuel pump not running. But that's a guess.
