If it's something like 1/3 yellow, then base boost is normal. If it's lower, then it wants to be adjusted up a bit to 6 or so PSI (sorry, I don't think in metric terms yet.)
The thing about base boost is that, if it's set low, the APC controller will still compensate and aim for the max boost that its pots are adjusted for. It just takes a little longer to bring the turbo up to speed - more turbo lag.
If it's higher than that 1/3 yellow, then the previous owner messed with the wastegate because he didn't quite understand how the APC controller works and thought that it was a simple adjustment. Base boost needs to be set low enough that, when the APC controller senses knock, it can reduce the boost to a safe level.
Tricking the APC controller by substituting a fixed resistance for the pressure transducer is an old way of trying to gain a bit more boost.
