90 AC - system functions, electrical relay not enabling

All,
I've been pulling what is left of my hair out trying to get my AC to function on my 90 Turbo. The status is this:
1. AC compressor is functional with "straight wire" to the compressor lead.
2. The system has a good "sweat back" on the suction line right at the compressor and also at the evaporator....this unit was just working very well a few weeks ago; one of the last R12 cans in existence was called into service (thanks Dad) and the unit was blowing quite cold air.
3. I have confirmed that ALL upstream sensors are working correctly, as I have pulled the AC relay and checked for 12v signal to the relay. For folks with a Bentley, I have 12v on terminals 30, 86 (primary supply thru all sensors), 15, and TK. However neither outputs 87 or 87B will energize
when the relay was installed.
4. I have tried a spare AC relay, same part# from an 89, no change.
5. I believe the downstream AC diode is OK, because when I jumpered 12v direct to terminal 87B, the AC runs.
The only things I can't check yet, are the LH control unit, or the throttle angle transmitter (200 and 203 in Bentley). Another input to relay is 16, which is now reading 0 volts when car is running.
I would appreciate the electrical Guru's thinking on this one, as it is mid 90's here every day in NC, and I sure need this AC working!
