Relays can fail especially in an older car. As I said before in position 1 (parking lights) the headlight switch is lined up directly to turn on the parking lights and you dash lights and interior lights. That means it DOES NOT go through the headlight relay, if it works in position 1 but not in position 2 (headlights on) It can be a problem with the headlight relay. The contacts may be dirty or corroded for this part of the relay making it not work while the headlights themselves work. The fact the headlights themselves draw more current could be the only thing keeping them functioning since higher current will help burnish the contacts and keep them clean.
