1979 900T filling up the gas tank and....

My problem is that when I fill up the tank I have to "nurse" in the fuel. I have to hold the nosel on but only let it trinkle into the tank otherwise it shuts off the gas flow from the gas pump! There is no leak on the filler neck or the vent line. It looks like the filler neck down to the tank was replaced. Could the vent line be plugged? Also I can only fill the tank about 3/4 full before it won't take on anymore fuel. It is a 1979 900T 5 door. Thanks for the help.
