Any stitching on that fabric no matter how strong the thread nor how carefully done would be to me like stitching your own parachute cords.
If it came to the attention of any safety inspector it definitely wouldn't pass. Would you want to trust your life to it?
It takes a long wrench or a pipe cheater on a short one to get the bolt loose, but it shouldn't be too hard to remove the entire seat belt mechanism (manual type, not self-retracting) from a junkyard car. Just be sure you take it from a car that was not in a collision - - as a safety measure, seatbelts refuse to extend again after a collision above a certain amount of force.
