As the others said, there's no quick/easy way to get the instrument cluster out, but it's not difficult....just takes time to remove the knee bolster, fascia, unplug wires,. etc. Be sure to make a diagram to make it possible to get the wires back where they belong.

The wobbly speedo is either a worn speedo cable (bounces above and below actual speed) or that the speedo needle pivot needs lubrication (swings above, but now much below actual speed).

Replacing the cable doesn't require that the instrument cluster be removed IIRC. In some cases you can slide a new cable inside the old housing. In others, both the cable and housing must be replaced. However, you may find it easier to take things apart to get access to things.

Lubricating the needle requires that the instrument cluster be removed and then that the speedo assy be pulled apart to get access to the aft end of the speedo needle pivot. A drop of light machine oil there will fix the problem.
