It might be that your AMM is nearing the end of its lifespan.
AMMs goes bad in a way that they run the engine leaner and leaner and you will reach a point where you can turn that screw as much as you want without making the volt meter move at all from 0 volt.
Usually you can feel a worn AMM by how the car starts up cold and if it hesitates a little when accelerating from cold. That's when the engine needs as rich mixture as possible.
Also, if the volt meter stays at each end for 3 sec, your Oxygen sensor might start to get sluggish.
The osscilating volt meter is a result of the oxygen sensor switching back and forth between lean/rich.
