The dash lights is a classic 900 problem. Bulbs burn out, or lose electrical contact. Can be reached via the speaker grill. Use one of the Torx bits that's in the tool kit that came with the car, remove two screws, pry up the edge of speaker panel that's closest to steering wheel, lift it higher, then pull towards you and set it off to one side, without detaching speaker wires.
(I they're already detached, that could be your radio problem, though it's more likely an internal fault in the radio. Check all speaker wires, front and rear, before blaming the radio though.)
There are two general dash lighting bulbs; their black shades can just be seen at top of instrument panel. One bulb in center of each shade. They take a stiff quarter twist counter clockwise I think to release. Then bulb is a wedge-base (push-in) type, not too large as it can melt dash and even cause a fire.
But the big problem is the contacts. They pinch against a film-type printed circuit board, copper foil on mylar, that's just sort of laid over the back of the instrument panel plastic, located whre it belongs on a few plastic pegs. The bulb contacts often chew right through the foil so it's hard if not impossible to get a good contact again.
Try leaning a good sized mirror against the windshield outside, with wiper blade holding the back, to help see down in there. Or peer down from outside the car to get an idea of what it all looks like.
Getting a grip and being able to give the holder a good enough twist to get it back in are also difficult.
The gas gauge and low fuel problems are probably inside the tank or in the wiring connections at the tank. (Are you sure it isn't the price of gas that's keeping the low fuel light on?)
Your best bet might be to lay out all your problems to an independent local garage that specializes in Saabs, and get a quote. They've seen them all before and have parts and probably parts cars handy too.
