The ABS system performs a series of self-tests. If it fails any of these tests, it turns on the ABS light, and you no longer have the ABS function. The brakes can work just fine - they just won't 'pump' if you lock them up.
If the light comes on when you first start the car (but don't move!), and stays on (assuming the Brake Fluid light goes out after a bit), then the chances are that it's failing the sensor resistance test. The ABS system compares the resistance of each sensor, and if any one is out of range, it assumes it's dead. It lights the light, etc. To check, get to the disconnect for the ABS box, and measure the individual sensor resistances. I think it's around 1200 ohms, +/- about 100 ohms. If you find a bad sensor, it needs replacement. It doesn't hurt to clean the contacts and make sure the connector on the ABS box is properly seated.
If you start the car and the ABS and Brake fluid lights go out, and then the ABS light comes on when you start moving, then one sensor isn't providing the proper signal. This is most likely due to metal grit caught in the teeth of the little gear the sensor sees. Or it's a weak sensor. Cleaning the little gear can fix the problem.
