I think it's probably a bad sealing ring. Yes, you need to remove the locking (threaded) collar to remove the pump. the dealer probably figures that if you pull the pump out to replace the sealing ring, you might as well replace the pump while you're at it.
As diskullman says, removing the plastic barbs is tricky without breaking them, but not impossible. There is a little plastic retaining clip. I took some carpet thread (heavy thread) and tied the plastic clip back, so I could do the job myself. I also flooded the plastic barb with WD-40, and let it soak for a day. When removing the barb, I carefully pulled up while doing a slight side-to-side twist. Only grab the barb on the vertical portion (it's a right angle unit - grab the long arm and you'll have the leverage to break it). There are two O-rings in there, so it doesn't pop right out - simply twist side to side (about 20 or 30 degrees) while lifting up gently. It took me about 10 minutes per plug to do it, but it wasn't a big thing - just take your time.
The sealing ring isn't that expensive (I bet).
