That tube is called the fuel rail. The bolt at the end has two washers, both of which have rubber seals that are failing on your car. The washers are not fancy special Saab parts so you can probably get new ones at a decent parts store if you have the size (maybe search here) or buy from a independent Saab mechanic if one is near by.
1. Start engine.
2. Pull fuel pump fuse and let car die. Put fuse back in.
3. Get a rag, and loosen the bolt. Make sure you use two wrenches: one on the bolt and one on the rail - you can damage the rail otherwise.
4. When the bolt loosens, fuel will SPRAY, so put the rag over it. Even when the spraying is done, when you remove the bolt, some fuel will come out of the rail. Don't worry too much about it, just mop it up with the rag.
5. Install the new washers and put the bolt back on. Tighten it pretty good.
That's it. Engine will crank a bit on restart because pressure must be rebuilt.
