Yes....it reduces understeer.

When the left side of the car compresses the left rear spring as in a right hand turn, the bar twists clockwise as seen from the left rear outside. This torque is transmitted through the bar to the right rear arm and pulls the right side down...or similarly the right side wants to go up but the left side arm on the bar keeps it from going up.
This is easy to see if you can't visualizer it by simply unscrewing the swaybar from one side's lower trailing arm.
My 84 came with front bar only. Installed a matched pair of aftermarket swaybars from IPD (no longer available) who now only does volvo and maybe some subaru that were the best handling swaybars I've ever had. Car would positively rip around corners, maybe even a little trailing throttle oversteer (don't even think about lifting in a corner!) which was extremely rare in a front wheel drive car.
So yes, the rear sway bar does work!
