Depends on the outdoor ambient temps, but in general, at or near the water temp is normal under standard driving conditions. If cool to cold outdoor temps, you can expect oil temps lower that water temps. Under start stop traffic or hot outdoor temps, the oil will push past 180. I've seen my oil temp guage rise as high as 205, but that's when it's over 100, the AC is on and the car is creeping through heavy traffic. There is the possibility that your oil filter/cooler thermo-valve may be stuck open which would cause oil to flow through the cooler at all times instead of it's designated "open" temperature, which is 165F. One way to check is to drive from a cold start until the water temp guage reaches normal, then stop and get out and feel the oil cooler surface (assuming you have the standard left side below bumper 16V oil cooler). It should still be cool, and not warm at all.
