Not AIC, vacuum leak or O2 sensor! What is it?

I checked the AIC valve, oxygen sensor and didnt find a single vacuum leak. I also sprayed WD-40 on intake manifold and fuel injectors, but nothing happened. When I unplug the AIC valve, the idle returns to normal, but when I turn off the car and plug the cord back in the AIC valve, the idle jumps between 300 and 1500 RPMs. I replaced the AIC valve just to be sure and the problem still occurs. What could the problem be? What controls the AIC valve? Could it be causing the AIC valve to act abnormally? Any help would be appreciated.
