Unless you are very familiar with the breed, it's always a good idea to get the car checked out by a mechanic that knows those Saabs. If you buy it without a checkout, you should factor in a whole host of unknowns into the price.
A seller should be willing to bring the car to a mechanic for checkout prior to the sale. If he's having a hard time selling the car, he would be foolish to give up a viable buyer.
However, if the seller is getting a lot of offers, or is afraid of what the mechanic may find out, he may not want the risk/hassle. In which case, you have a choice. Take a chance on a 13 year old car (it was probably built in '92) based on what you know about Saabs, or find another one where the seller is open to an inspection.
If you are not familiar with what can go wrong, what places to look for the problems that crop up, you are taking on a measure of risk buying it without a mechanic. Now, if the car is attractive and the price right, that may be an acceptable level to you. I can't say.
