That line goes to the CC brake switch (and clutch switch, if 5-spd), and to the CC throttle actuator.
If you remove that line from the CC vacuum pump and apply a vacuum to it, it should be airtight and move the throttle as you apply more vacuum. If there's a leak in that line either the line is split somewhere, the brake (or clutch) switch is broken or out of adjustment (they have pneumatic valves on them), or the throttle actuator is leaking. Any one of these things will prevent your CC from operating. On my car the brake switch was out of adjustment, and the valve wasn't closing properly.
You may know this already, but if you're inspecting this line to try to chase an engine vacuum leak don't bother. The CC pneumatic (vacuum) system is completely independent from and not connected to the engine intake air vacuum system.
