It's the law for shops to install 4 snow tires, rather than 2. The only time they can install 2 is for the rear of a RWD car.
It's not illegal for people to install 2 front snow tires themselves though. Many people do so out of tradition.
I ebraked (like I do in my Saab every snow storm) in my wife's celica one snow storm. She had 2 front snows, where I always have 4. In less than an instant, it was starting to swap ends as soon as I had put the slightest pressure on the brake handle. I let off the brake, I accelerated gently and the car went on a straight path again. My saab with 4 snows requires a pretty strong jab on the ebrake in order to get it to spin/slide on demand.
