Which turbo outlet? The exhaust outlet to the downpipe or the pressurized air outlet going to the intercooler?
If it's the exhaust outlet, that's probably not the problem because the exhaust gas that's escaping has the same O2 content as the exhaust gas that the sensor is seeing.
If it's the turbo outlet going to the intercooler, then yes, that would cause a rich running condition and affect gas mileage and cause some severe drivability problems, too. In that case, less air would be going to the engine than is being measured by the AMM and the LH control unit doesn't have enough trim capability to compensate.
