Well, since it is some confusion even in this post I would suggest to find out the very specifics from each of them including part numbers of what they want to change and how they are planning to do it and why it is needed.
Pulling out the timing chain tensioner and measure is one way to determine the wear of chain and guides.
Pulley? What pulley? Is it the A/C belt tensioner pulley? Crank pulley?
A bad A/C belt tensioner pulley can make a load of noise so maybe that's where the rattle comes from?
A water pump can rattle too when worn out, so can an alternator.
I'm just trying to figure out what you are planning to spend $600.00 to 1100.00 on.
