I had a similar problem on my 1987. There are two relays under the rear seat that drive the motor for the hydralics to move the top. I think the placement moved some in 1990, not sure. Anyway, find the relays, they are exactly the same. follow the wires from the motor, the relays will be found. They power the motor either forward or reverse voltage to get the up/down movement, it's a DC thing. Have you ever opened a window switch to clean the pitted or burned contacts? That's what you have to do, open the relay up - *be very careful* take your time - don't bend anything. I used a jewelers file and some 400 wet dry paper. Wrapped the paper on the file and *lightly* and taking it *slow* buffed the contacts to get them as smooth as possible. Put it back together and it should work. IIRC the relays were about $50 each from the dealer...
What happens is that the resistance in the relay caused too much load and kept blowing that funny fuse... Also, this is a case where the worse the relay is the faster is get even more worse. you need to do a good job to keep it from coming back.
