...is the check valve below the nozzles. The valves can become plugged, or the internal diaphram goes bad causing the valve body to leak, and when you run the pump the washer fluid goes downward, onto the engine. The check valves are the right-angle plastic parts right below the nozzles. You can remove the check valves and connect the long washer hose directly to the nozzle; the system will work ok, but it may take a second for the fluid to start spraying each time.

Another possibility is that the nozzles are plugged. The orifice is very small, and if there's any debris in the fluid they nozzles can plug easily. You might try using a very thin needle to make sure the nozzle is clear.
