Your 94 already should have the 8522310 from factory.
8522310 is just a plain 4 pin on/off relay that Saab started to use instead of the 9558073 and 9563339 fan time relays due to that the time relay had some tendencies to fail leaving the fan on for too long and in some other cases, not supplying power to the cooling fans, making the car over heat.
The reason why you think it is a time delay relay is because the relay is always "hot" even with the key turned off and so forth it only needs the ground signal from fan switch to keep the fans running. As long as the coolant is hot enough it will keep the fan switch closed and cooling fan relay grounded.
The 900 have gone through many different cooling fan configurations over the years so what is working one way on an 83 doesn't mean the same on an 87 or then again a 91 and up.
