If your 900 is later than the mid '80s you are probably pre-wired for fogs. Just get the lights, a fog light switch, and the mounting brackets from the junker and you can wire it up yourself using the factory-installed lighting. One connector (two-pin) is usually cable-tied to the left front towing eyelet, the other is in a similar position on the right front. Solder in connections to the lights, mount them on the bumper's back plate, pull out the blank below the headlight switch, plug in the fog switch, drop the relay in the relay panel, make sure there's a fuse on the fog circuit, AIM THEM AT A WALL AT NIGHT and test-drive.
I have OEM fog lights on my convertible; they come on with the parking and low beams and focus within 50m of the car for poor-visibility driving with a wider pattern than headlights. Driving lights are supposed to be an aid to the high beams (i. e. rally lights) for down-the-road visibility, but they lack diffraction optics of fogs and should not be used with oncoming traffic.
Fog lights should aim 2 inches or so lower at around 25 feet, in other words, 25 feet from the wall the top of the concentrated beem should be 2 inches lower than where it was when you were right next to the wall, and straight ahead. Driving lights should be just below level, since you won't use them in oncoming traffic there is no need to aim them down and out of the way.
Fog lights (usually Bosch Pilots although other alternatives were offered around 1985) came standard on SPGs for a while, that and the leather and the power sunroof are what set them apart from normal turbos. They were a dealer-installed option for probably the whole run. Then, fogs became standard on turbos, and in the early '90s (like 1991) they became standard on the S.
You probably have superior lighting in Canada, but by upgrading my headlights to e-codes, I got the equivalent beam pattern of the old diffuse american headlights with fogs. I don't turn the fogs on until visibility drops, because if nobody else is around, I'm using the high beams anyway. E-codes are a safety improvement. Thank you, '88 turbo hatch with cornstalks embedded in its now-sideways roof in the junkyard.
