Yes the MC can fail without loosing fluid. However, before assuming that it is the MC, check the hole in the clutch pedal where a clevice attaches to the MC pushrod. These get worn and can cause your problem. The fix is to remove the clutch pedal, drill out the hole and install a bushing.
Of course, it is likely that you've got both a bad MC and a worn clutch pedal.
The MC can be rebuilt if the bore isn't pitted or otherwise damaged. However, given the importance of the brakes, I'm inclined to install new MC units.
If you install another MC, be careful to avoid pumping gunk from the old MC and hydraulic line into the slave cylinder. That can lead to slave failure.
