Yeah, if you get battery voltage at that signal wire, then your ignition switch is doing it's job.
Loose/dirty/corroded connection where the BIG (+) wire attaches to the starter? Disconnect the battery before messing with that since you can short to ground with a wrench pretty easily.
Have you tried hitting the starter with something while a helper tries to start? If that kicks the starter into working, it's a pretty sure diagnosis of a bad starter.
