To begin with, make sure the throttle bore is cleaned out using carb cleaner and that you remove the idle adjust screw (if your 85 have it) and clean out the bypass hole for idle screw.
It is no use adjusting base idle if the throttle bore is dirty.
Since the AIC did close, it also tells you that the TPS is adjusted properly. If the TPS is out of adjustment, the AIC will not be affected by grounding that test wire.
If the A/C compressor is on, it will also turn off the A/C when grounding that wire.
With everything cleaned out you want to keep a base idle of about 650 to 700 Rpm with grounded AIC AND the idle screw, screwed in as much as possible.
You don't want to adjust base idle and having the idle screw half way out.
Whereafter the throttle bore gunks up again, you can always do small adjustments moving that idle screw outwards but if you have set the base idle with that screw already out some, you have nowhere to go as far as easy idle adjustments.
Also make sure that the AIC is not gunked up and that the spindle move freely inside from side to side. If the car has been out of adjustments and the AIC has been allowed to sit at the same spot for to long, the brushes burn spots on the commutator and that makes the AIC sticky when scaring it back to life again.
Also make sure the timing is set to 16°. Off timing will affect idle settings.
