Hakkas should be more widely-available soon; Nokian bought a northeaster US supplier out a month or two ago. I get mine from, well, where I used to work. Sit down with your telephone and phone book and see who has them for how much and who is most eager to earn your business. If someone gives you the, "What kind of car is that, a Saaaab?" they really don't want your money. I don't care much for Asian tires.
No, you can't get the Hakka 9s anywhere, but Nokian still manufactures them (yep!!!) under the name "Nordman." I think you can get them at Sears. Their newer tires (I have Hakka 2s, the 4 is new, the RSi is studless slush/ice) are a little mushier than the old blocks = grip formula, but they ride smoother and have better non-studded grip on most surfaces than non-studded 9s.
Half of the tire game is what's in the tread compounds, not necessarily all the tread pattern. This is where the RSi shines (along with the WR I think?) and where inexpensive snows give way. This is why "all season" tires just drop out below 15-20 degrees. The tread compound loses effectiveness.
I still get 30-35k out of my new-age Hakkas, usually two to three winters, then I finish wearing them out the following spring and summer. They're good rain tires too.
