Mike says he has fuel pressure... so the pump must be running.
On non-turbo cars, the ECU gets it's tachometer signal from the EZK ignition controller (big black box in left fender). If the crankshaft sensor or the EZK unit was bad, the ECU would NOT have switched on the fuel pump. The tachometer gets it's signal via a different circuit from the EZK unit. So the non-moving tach is just a little bit misleading.
I'd look 'downstream' from the EZK controller. That would include the little ignition isolation amp, or the coil, cap, rotor, secondary wires...
On my '89, the coil & ECU didn't get electrical power from the same fuses as the ECU. Maybe the coil doesn't have power? The '89 coil wiring was unique, so I can't tell you wire #s for '91.
Finally, the coil might be shorting to ground under the high voltage in it's secondary circuit. You won't see that when measuring with a normal ohm-meter.
Try starting, then take out the plugs & check for fuel. If they're wet, you know the injectors are firing.
