less boost during warmer climate

I noticed this summer that my boost gauge was not all the way to the edge of the red/yellow zone transition. When floored, the boost gauge would go up about 3/4 of the way, and then fall back to about 2/3 of the way. It' s not at base boost, because base boost is only 1/3 in the yellow. It found this out by flooring it while the cruise control was set and locked.
Friday, we had a cold snap come through where the temperatures were back down in the 40 degree range and less. I noticed when I got on the highway that the boost gauge was going all the way back up again. Today, the temp's got well above 70 degrees, and it's back to not giving full boost again. I am running 87 octane fuel, but noticed the same response with 93 octane fuel too.
Is this just the APC doing this?
