air-bag safety when removing wheel

I need to repair or replace my contact ring. My horn honks continuously when the key is turned on. Terminal 85 on the relay is grounded, but I get not continuity at ground through the horn button. My thought is that a wire ffor the horn buttons has broken loose in the steering column, and it's touching ground. The SRS light has also been blinking for the past year or so
I would like to remove the air bag myself and attempt to repair this. The big issue I have is with removal of the air bag, and the proper safety necessary when working on it. The most obvious I have heard is to disconnect the battery for a minimum of 20 minutes before disassembly. I have also heard that I need to wear an ESD wrist strap that grounds to the body of the car, and a connection between the car's body and earth ground. Once the air bag is removed, that a clip lead needs to be installed between the terminals to prevent static or stray charges from setting it off.
...any other suggestions I need to take? Am I shooting in the right direction in thinking that this horn issue is a steering wheel contact ring issue? Can the contact rings be repaired without replacement?
