APC controls boost

wastegate controls the bleeding of boost, but apc controls wastegate. a low setting on wastegate won't keep boost from max psi unless it's really low. decrease max psi in apc (you need a small screwdriver only). search web for saab apc tweak then do the opposite of what to do to get more total psi.
but as long as you retain all turbo fuel and timing components (actually, use the n/t 3 bar fuel regulator), use n/t intake cam to drop dynamic compression ratio, and run good gas, you will be fine. and you will be happy: car is a lot more fun to drive.
ps sorry to hear about the other engine - have done things like that too.
