If your state won't check for the presence of the EGR system, and you don't think you need it to make the numbers at the tailpipe test, you can swap in a California-spec 1990 ECU, or any ECU from a later 900T ('91-'93), then rip out your EGR system. You'll need a plug for the exhaust manifold and a couple vacuum port stops, but that's it.
I believe the dealer kit also included a replacement AIC valve, but I don't know why, and you don't need it...
