Since this is such an unusual problem you might have to search for a Saab shop that have the full ABS testing equipment. I would guess most dealers would have one and some indy shop might have it.

It is a ABS specific scan tool that you hook up between the ABS computer and harness and you can also hook up a pressure sensor to test the ABS pump pressure.

While driving, the scantool goes through different test sequences and hopefully comes up with an answer.

I managed to get my hands on one of those scantools awhile back on E-bay, but it is an expensive piece that you don't have that much use for since most ABS problems are easy to find.
