Is the brake work, etc. that this guy is trying to get you to spring for part of passing the PA inspection? (We don't have safety inspections here in GA, so that's why I'm asking.)
It would be a good idea to eyeball the pads and rotors yourself just to be able to say that the mechanic was trying to help his bottom line.
The procedures for replacing pads will depend on the year, but it's quite easy on the '88 and later 900s. What year is yours?
As far as the lower shock bushing go, it's very easy to put poly bushings in: just pull out the old bushings, heat up the new bushings in the microwave for a minute in a cup of water, and push the new ones in. BUT - Since you're up in the rust belt, be very careful about taking the lower shock retaining nuts off the lower control arms. Soak them overnight with PB Blaster or some such penetrant before you attempt to loosen them. The threaded part can twist off and you have to replace the control arm. (Been there, done that.) You may want to consider heating them with a propane torch and spraying penetrant on them a few times.
