Using an ohm-meter won't tell you everything. Secondary ignition voltage is something like 30k volts, so the insulation can break down & short "through" the rubber jackets. Such a short would measure like an open circuit with the low voltages provided by an ohm-meter. You won't measure that with an ohm-meter, but you might see arcing if you start the cold engine in complete darkness.
Maybe this only happens when the rubber boot is being stretched over the plug? Maybe if you look at the ceramic part of the plug closely you'll find a track of dirt which can provide a short-circuit, but only when the wire is pushed all the way down?
