voltage and heated seats

The passenger heated seat of my 89 900 isn't working. Continuity is good all around, the thermostat works perfectly, and the weight switch is no longer there, I just bypassed it and soldered the two wires together. So theoretically everything should work from the floor plug up. So I'm suspecting something to do with the floor plug and voltage.

Should the yellow wire for the heat at the floor plug be getting voltage to it? I am getting nothing there. I only read voltage on the bottom row of wires which appear to go to the seatbelt, but correct me if I'm wrong. If that's the problem how do I fix it? The fuse should be fine because the driver's side heat works great.

And thanks to saabnet and all the members, searching through the archives to get the driver's seat working was a big help.
