Sounds like classic failing AIC valve

Everybody suggests cleaning AIC by removing and using carb cleaner or some automotive solvent and then shooting some WD 40 to loosen the baby up. From my experience do not use a screwdriver or anything sharp inside that will scratch the valve instead use Q-tips or a clean wrag dipped in solvent or lubricant. You may need a new valve try europarts.com .
